Initial Inclusion on the State of California Eligible Training Provider List Instructions

In order for a training facility to be considered for inclusion on the State of California Eligible Training Provider List (ETPL) by the San Bernardino County Department of Workforce Development (WDD) the following instructions have been developed.

  • Training Provider & Training Program application forms along with the State of California EDD ETPL Policies & Procedures that provide instructions for completing the forms can be found at http://www.sbcounty.gov/wib/ under “Resources”. Please read Section V. Initial Eligibility Policy and Procedures A. Criteria for Initial Eligibility (1-7) which lists the criteria for initial eligibility. (Please note that the Bureau of Private Postsecondary and Vocational Education (BPPVE) has been replaced with the successor Bureau of Private Postsecondary Education (BPPE) for more information on the BPPE please visit; http://www.bppve.ca.gov/.
  • Each training provider will only need to complete one Training Provider Application for their training facility.
  • A Training Program form for each different program/course must be completed.
  • To access the ETPL, follow this link: http://etpl.edd.ca.gov/wiaetplind.htm. This may be helpful if you would like to see how a program is displayed.

In addition to the forms, please submit copies of:

  • School catalog/course description
  • Business information including copy of business license, tax ID# (Federal Employer Identification Number) any other information describing your business
  • Copy of your General Liability Insurance Certificate
  • Licensing, certification or qualification information
  • Resumes for program instructors and other key personnel
  • Any other information that may help us evaluate your organization and training program

Once applications are received complete, signed and with all supporting documentation, WDD submits them to the Workforce Investment Board (WIB) for approval at their next scheduled meeting (every 1-2 months). If the WIB approves the applications, they will be sent electronically to the State for posting on the ETPL website.
